Rules & Procedure – Lok Sabha Model

Theme: Empowring Viksit Bharat 2047 through Technology, Innovation, and Digital Inclusion

Note: Border Topic is "Technology in Day to Day Life"

1. General Structure of the Session

  • Model followed: Lok Sabha (Lower House of Parliament).
  • Total duration: 28 minutes per session.
  • Participants: 5 participants from each school.
  • Motion for debate: One motion/resolution selected in advance (e.g., The bill discussion on "AI will create more jobs than it destroys in India").
  • Presiding Officer: The Speaker of the House (by default will be provided from organisation).

2. Roles in the Session

  • Speaker (1 student) – Presides, maintains order, allocates time, conducts voting.

Ruling Side

  • → Prime Minister (1 student) – Moves the motion.
  • → Ruling MPs (3 students) – Support the motion.
  • → Whip (1 student) – Summarizes points and gives conclusionary statement.

Opposition Side

  • → Leader of Opposition (1 student) – Leads Opposition, opposes motion.
  • → Opposition MPs (3 students) – Argue against the motion.
  • → Whip (1 student) – Summarizes points and gives conclusionary statement.

3. Parliamentary Language & Etiquette

  • Address Chair as "Hon'ble Speaker Sir/Madam".
  • Refer to each other as "Hon'ble Member", not by name.
  • Desk thumping for approval; no clapping.
  • No personal remarks or unparliamentary language.
  • All speeches start with "Hon'ble Speaker Sir/ma'am, I rise to…"

4. Order of Proceedings (Round by Round)

  • Opening Round (2 min): Speaker opens House & announces motion.
  • Govt & Opposition Main Speeches (14 min total – 7 minutes each side): Alternate speeches between Govt & Opposition MPs.
  • Question Hour (5 min): Each side MPs can ask questions to their rival side regarding the "main speech".
Note: Ruling side will get to ask the question first prior to the opposition side.
  • Audience interaction (5 min): Audience can ask questions to particular MPs regarding their main speeches and question hour.
  • Closing statement (2 min): Speaker summarizes and closes the House.

5. Time Management (28 minutes total)

  • Opening: 2 min
  • Govt + Opposition speeches: 14 min

Ruling Side

  • → Prime Minister: 2 min
  • → MPs: (1+1+1) min
  • → Whip: 2 min

Opposition Side

  • → Leader of Opposition: 2 min
  • → MPs: (1+1+1) min
  • → Whip: 2 min
  • Question Hour: 5 min
  • Audience Interaction: 5 min
  • Closing: 2 min (by Speaker)

6. Standard Rules of Conduct (per MoPA Youth Parliament Guidelines)

  • Speaking Time Limit: Participants should strictly follow the time limit for positive marking.
  • Use Proper Titles: Address as "Hon'ble Speaker Sir/Madam".
  • Decorum: No clapping, shouting, unparliamentary language; desk thumping allowed.
  • No Personal Remarks: Debate focuses on issues, not individuals.
  • Speaker's Authority: Final decision, can cut short speeches or move to vote.

7. Dress Code

  • Traditional / Formal attire.

On the basis of total marks, the winner will be decided.
Note: Judges' decision will remain final.
